Rwanda: HIV campaign ignores needs of disabled people

A recent national condom awareness campaign did not provide information accessible to people who are blind or Deaf.

Rwanda's Umbrella of Persons with Disabilities in the Fight against HIV/AIDS (UPHLS) says that the exclusion from the campaign was particularly unfortunate because of the barriers disabled people already face in understanding HIV/AIDS. These include illiteracy, no harmonized sign language, little knowledge of Braille and fear of double stigma as a result of being both HIV-positive and disabled. To make matters worse, most health workers are unable to communicate effectively with sight- or hearing-impaired people and there is a lack of national data on HIV/AIDS and disability.
