US: Brutal murder of woman with learning difficulty may test new hate crime law

On February 11th, Jennifer Daugherty (30), who had learning difficulties, was found dead in a plastic garbage container at a middle school in Greenburg, Pennsylvania. She had been bound, beaten and stabbed repeatedly. Police have charged three men and three women with kidnapping and her murder. Federal officials are trying to determine whether this murder qualifies as a hate crime under the new legislation signed by President Obama last October. No decision has been reached, but by the authorities considering the possibility that the murder was motivated by Jennifer being disabled is an improvement on the approach to similar crimes in the past. It shows a growing awareness that some people are targeted simply because they are disabled.
